The Department of Neighborhood and Environmental Programs would like to ask all City property owners, businesses, occupants, and residents to clear sidewalks of snow and sleet to provide a safe walking path for pedestrians and emergency responders.  Property owners, occupants, and residents are responsible clearing the sidewalks adjacent to or abutting their property.  While DPW will clear City roads and remove snow from sidewalks and driveways of City buildings, business owners, homeowners and renters are responsible for clearing residential sidewalks.


Within three (3) hours of the snow or sleet having stopped falling, snow and sleet must be removed from the sidewalks.  If the snow or sleet stops falling between3 pm and 6 am, the snow or sleet must be removed before 11 AM.

14.24.010 – Adjoining occupant to clear sidewalk.  A person owning or occupying a lot or part of a lot fronting on any sidewalk shall cause all snow, sleet or ice to be removed from the sidewalk, so far as the lot abuts the sidewalk, within three hours after the snow or sleet have stopped falling; provided, that when snow or sleet shall have ceased to fall between the hours of three p.m. and six a.m., the snow or sleet shall be removed before eleven a.m. Violation of this code is subject to $25 fine.

Never use fertilizer to melt ice and snow; the nitrogen and phosphorus in fertilizer can harm your local streams, groundwater and the Chesapeake Bay!

Property owners, occupants, and residents are encouraged to assist their elderly or disabled neighbors in clearing the sidewalks adjacent to their property.  The Department of Neighborhood and Environmental Programs would like to remind you that shoveling snow can be a strenuous activity and to follow the following tips to prevent injury:

  • Start slowly, work at a steady pace and take frequent breaks.
  • Drink plenty of water and keep hydrated.  Avoid drinking caffeinated beverages and energy drinks.
  • Bend your knees as you lift, lifting with your legs and not your back.  Avoid twisting your body while lifting, as this can cause injury.  Your feet should point in the direction you are lifting and throwing in.
  • Wear multiple layers for insulation, so that you can shed layers if you become overheated.  Cover your extremities to guard against frostbite.
